Right-of-Way Acquisition Services
In 1991, Congress passed the Intermodal Surface Transportation
Efficiency Act (ISTEA) which earmarked 14 cents on every gallon of gas
purchased for a "trust fund" to pay exclusively for improvements
to the transportation system. The U.S. Department of Transportation
distributes these funds to state Departments of Transportation based on
population and highway mileage, which means an increase in state revenues
for transportation.
The increased funding that resulted from ISTEA set into motion a surge
in transportation projects that placed demands on state departments of
transportation to increase right-of-way acquisition. But, there was no
provision for additional staffing. Contracting
services for labor-intensive right-of-way work is a successful solution to
